Sun Tzu is saying that by means of the seven considerations (in the previous verse), he is able to predict whether a given military campaign will result in victory or defeat. By carefully analyzing these considerations and planning accordingly, a military commander could greatly increase their chances of success in battle.

Alternatively, it might choose to focus on a different product or service if the market is already saturated or if the competition is too fierce. In this way, the seven considerations can help a business forecast the potential success or failure of a particular venture and make decisions accordingly.
